Rep. George Miller and Speaker Nancy Pelosi have made a proposal to reauthorize the No Child Left Behind Act.

The new proposal includes:
Implementing merit pay and teacher evaluations based on student test scores.
Continued reliance on test scores for determining student and school success.
Creating new sanctions…to lower-performing schools.
